I'm adding c) here, included in an April
24, 1984 registered letter to then-Trudeau  
 Government External Affairs Minister and Deputy Prime Minister of Canada
Allan J. MacEachen     (now a Canadian
Senator)--that it took me almost a year after the mailing to verify receipt   
of by Mr. MacEachen because he didn't reply
to the submission and Canada Post didn't return    the Acknowledgement of
Receipt for it until February 11, 1985--because it's another one of    the terms
of reference included by me in past reports which
i indicated in the September 19,   
1987 submission to Senator Inouye would be attached to this possibly
final report to    President Reagan. 
I decided that i should draw
it to your attention now because of the delay before the final    segment of
that report can be sent.  I always agreed with
what Mr. Nimetz says here and    always
tried to apply it in my "International
Diplomatic Work...on a direct basis."     I certainly want INDEPENDENT
SPECIAL PROSECUTOR Walsh to know this.
 Attachments d) here are the terms of reference i originally intended to
attach to the    second segment of this report to President Reagan, but
temporarily misplaced, and replaced    there with a copy of a past resumé
instead.
 They are excerpts from job applications made in early 1983...long before
Lt.-Col. Oliver   North's 'Project
Democracy' activities and based upon the chronology and terms of reference  
explained in that second segment of the potentially final report to Reagan.
 
Finally for the present, i admit that recently my general work habits and
drive to continue    this work have deteriorated because of
"(my) present situation"--and i intend to
bring this    up in the final segment of the report to Reagan, though i
gave Ms. Carney a brief but    adequate explanation of the chief reason
for this in the statement to her which accompanied    my October 8, 1987
submission to her constituency office.   I mention it because, as i acknowledged
and gave reasons to show why in the second segment of    the report to Reagan
as well as to Mr. Walsh, it took me a long time and a lot of drafts   
before i was prepared to undertake and submit this report to Reagan.  
 And in the course of those circumstances, it's possible i included a draft
of page 1. of    the report to Reagan, and not the final form
actually originally sent via you on April    11, 1987 by regular mail.  If you
determine this is the case, i would appreciate it if you'd    advise me of it
and ask President Reagan to return a copy of the correct form to me for 
  future use as is necessary because of "(my) present
situation."   It was not a deliberate mistake and i apologize for any
inconveniences caused by it.
Perhaps it underlines the point raised with Mr. Walsh re what the
Soviets might do in a   like manner, though...
